I was making a new dock, and when I closed it my WS taskbar disappeared. I've tried re-booting, exiting Winstep Extreme and re-starting, and even re-installed Winstep Extreme. No luck with any of them. I suppose I could uninstall, then reinstall everything, but I've got too much time invested to do that without trying all other avenues. I can't find any way to get into the preferences that I used before, with the option to enable the taskbar and disable/enable the windows taskbar. And I can't figure out if there is some sort of command line method of enabling the taskbar. Any suggestions?

Did you try opening NextSTART? Double-click it on the Taskbar/System Tray. It looks like a computer monitor.

Check under the General tab in the Miscellaneous Options section, and also under the Taskbar tab.

You might be able to fix the problem there.

If for some reason you don't see NextSTART on your Taskbar/System Tray, access it via the Start Menu -> Programs.

CTRL+F11 will open WorkShelf Preferences. CTRL+F12 opens NextSTART Preferences.

Thanks! That did it. For some reason I don't have the icon in my task tray, but CTRL-F12 did the trick. I knew there was a keyboard shortcut but didn't remember what it was.
