Try this. Open NextSTART.

Under the Taskbar tab, check the box Allow NextSTART to replace the Windows taskbar.

Check the box Keep the Windows taskbar visible.

Click the Taskbar Settings button, check the box Always keep above other windows.

Click the Tasklist Settings button, click the Floating Tasklist Options button, check the box Always keep above other windows.

Click the System Tray Settings button, under the Floating System Tray heading, check the box Always keep above other windows. Apply-->Ok.

Drag the whole thing over to the right. I think at some point I detached it while I was fiddling around. I can't remember everything I did. You can drag the Taskbar part to where you want it. It can separate from the System Tray part. I'm not sure if it will work right away. You might have to exit WorkShelf or whatever Winstep program is being used and then re-enter. That's what I did and then it began to work.

You can then go back into NextSTART and uncheck the box Keep the Windows taskbar visible.

I had to fiddle around a bit with the Windows taskbar until it worked. It could have been because I have Stoic Joker's T-Clock installed (I use the Windows taskbar) and didn't shut it off at first.

See my videos to better understand what I'm talking about. It's a third-party clock that is on my System Tray.
