I've been finding this in several themes. What is this?

It's the original location of that theme's files, just ignore it.

In this particular case, that is where I store my themes - that folder structure has remained the same since 1998. :)

Does this mean I can store my themes in another folder besides \user\public\documents??

No.

Previous to Windows Vista you could have data folders inside C:\Program Files\Winstep\ (thus keeping everything together under the same folder) but once MS enforced read-only status for anything under C:\Program Files\ that was no longer possible.

That particular C:\Winutil\NextStart\ folder location is for development purposes only.

Also, Windows 10 seems to have a bug where if you try to move Public Documents to another location or drive, the APIs supposed to return the new folder location crap out, leaving you with a nice big steaming pile of mess in your hands (is this description of what would happen graphic enough? ).

And so you know, the bug in Windows 10 build 1809 that actually deleted user data with no chance of recovery affected precisely those users that changed the location of their Documents, etc, folders.
