How can I make the shelf stay on top of (above) any and all windows when the shelf is expanded? When I click the shelf it expands above windows, but when I click on the window behind it, the shelf goes behind the window. How can I make it stay on top unless I click the shelf again to collapse it or until the auto hide delay time expires when the shelf collapses automatically? How can I set the same behavior for the dock? Thanks.

Are you sure you want to do that? It can create more problems than it solves.

Anyway, you can

a) Right click the Shelf left mini-tab -> Screen Position in the context menu that pops up -> Z-Order -> Always On Top.

alternatively you can

b) Right click the Shelf left mini-tab -> Shelf Properties -> Position tab -> Set 'Always keep above other windows?' as 'Always above other windows'

finally you can also

c) Open WorkShelf or Nexus Ultimate Preferences (depending on whether you are running Xtreme or Nexus Ultimate) -> Docks & Shelves tab -> Select the Shelf -> click Properties button to open that Shelf's Properties window -> Position tab -> Set 'Always keep above other windows?' as 'Always above other windows'

Just showing how there are many ways to skin a cat on Winstep applications.

For docks it's pretty much the same thing, either right click the main Nexus control icon and select the Z-Order from the context menu, or open that dock's Properties dialog and change it in the Position tab.
