Post subject:  expanded shelf going behind window

I expand the Shelf and it expands and stays above (on top of) all windows and when I click a file shortcut, say a PDF file, the PDF file opens but the PDF reader application window opens above the expanded shelf which is pushed behind the pdf reader window. My questions is how can the expanded shelf be forced to stay above the pdf reader window and let it naturally collapse when I click in the pdf reader window or after the delay I set.

First of all, please explain to me why on earth would you want something like that?! If you open a PDF document, the natural thing is for it to appear above the Shelf, so you can immediately begin reading it. Why would you want the document to be fully or partially obscured by the Shelf as it opens?!

This said, have you tried already setting the Shelf's z-order to always-on-top?

True if I was opening only 1 file to read immediately but, right before I posted my question, I had to open a few files first before I started reading them and I thought having the shelf stay open would make it easy to open multiple files back to back right away as opposed to opening 1 file-shelf gets hidden-I bring shelf to front-and click another shortcut to open file and repeat this process to open all needed files. No big deal, I post when I see an opportunity for improvement.

And have you tried setting the Shelf to always on top already? Should do what you want.
