This thing is driving me nuts. Whenever I'm coding I often start up the server and let the thing compile and proceed to do other things on other screens since it takes some time. Then the damn dock pops up covering my browser controls and interrupting whatever I'm doing and just won't go away until I dismiss it. I don't want this to happen, how do I turn the attention effect COMPLETELY?

Your problem is NOT the attention effect itself. Your problem is with the dock activating/popping up when something in it requests your attention (which is the correct default behavior and something the Windows taskbar also does).
As such, you can disable this behavior by opening that dock's Properties dialog, going to the Behavior tab, clicking the Activation Settings button and disabling the 'Activate if hidden when an application in the dock requests attention'.
