Although I set the "option every now and then", after each Shut down/Restart the taskbar was hiding again. Now I have found the reason.

NextStart interferes with the settings for the Taskbar. In particular NextStart changes setting "Automatically hide the taskbar = Off" to On (taskbar is hiding automatically).

Since I want to have both features (Taskbar is locked) and NextStart, I will create a small program (AHK script) running at the end of the start-up sequnce (where already some specials are running) switching the taskbar to NoHide by means of a registry setting:
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\StuckRects3
To Turn Off Auto-hide the Taskbar: modify location 0008 to 02

Yeah, sometimes I have strange ideas about behavior of Windows…

Exactly what is the wording of the setting that gets reset after each reboot and where is it in NextSTART Preferences?

Also, remember WorkShelf has an independent 'hide the taskbar' setting in the General tab of Preferences.

Thank You Jorge, for your answer.

I have not set this switch, because I want to see the taskbar all the time (have all the tabs with the open programs in view).
I have now switched off in NextStart: Allow NextSTART to replace the Windows taksbar.
→ This solved my "problem" (I hate the Win10 start kukolores)
