The system tray when I click the + button to show the rest of the icons keeps flickering as if it's opening and closing quickly super fast. Is this a known issue?

For now I just have it always showing all icons for my sanity.

What version of Windows?

When you click on the + button to show the remaining tray icons, what pops up is the REAL tray. In order to do this the tray window needs to be moved to the correct position, and it's constantly monitored just in case Windows moves it to the default location while open. If it moves, it is automatically repositioned again.

If something is constantly making the tray window move to the default position while open, you would get that flicker as both Windows and the Winstep application fight for control of the window.

However, I have never heard of such a thing before.

Do you have any application that has an icon on the hidden tray window that is constantly animating? If so, that might explain it. Go to the Windows tray settings and set that icon to be always visible.

I am going to take a guess that it's display fusions window management. I have display fusion set to kind of split my monitor into three so when I maximize a window it fills just the space of UW space rather than a SUW.

I am growing kind of fond of all the systray icons visible though haha.

That's another way to solve it.

Can also confirm that it was display fusion. I told it to stop splitting the taskbar for the split and just let it go fullscreen, which in turn lets winstep sort of get rid of it and replace in full. It's not doing it now.

Thanks! Hopefully anyone suffering from the same issue in the future will be able to find this post. :)

Right. I knew I would run into some issues. Display fusion can be pretty aggressive in it's behavior and switching to this setup I knew some issues were going to arise haha. Just gotta sort them out and get it all setup how I like now.
