As regards the weather module, no, provider cannot be (user) changed as far as I'm aware. The quarter past setting means that it will be checked only at a quarter past each hour, etc. Check weather only seems to work when there hasn't been a connection and no check has been made by the module within the last hour.

Hmm the update frequency seems pointless. It only checks once an hour regardless so what difference does it make if I check it on the hour or 15 mins. past the hour? The options should be to check it once every 15 min, 30 min, 45 min, or once an hour.
