No, the window stays as it is, but it's not active any longer as the dock is now in focus.
It's because the dock is allowing for keyboard input and that's why the focus is taken away from the current window and given to the dock.
I use just this one dock, which has just shortcuts to apps, nothing fancy.
The taskbar is default Windows taskbar.

The previous dock that I used (non Winstep) didn't take focus from active window.
It would pop up and then go away without taking away focus.

Try the following settings to see if it's what you're trying to accomplish.
Be mindful that the last one is under the Position tab. Of course, ignore the screen edge location because mine is at the bottom.

Try again. I forgot to tell you that after you bump the screen edge, if you leave the cursor near the dock, the dock should still be visible and the window will still have focus.

If that isn't working out, please post a video so we can see exactly what is happening.

What I've noticed is that stealing focus doesn't exist right away.
If you launch an app, and then bump the screen it won't steal the focus from the app.
You can do this 3 or 4 more times without the dock stealing the focus.
It steals focus moving forward.

I'm still unclear as to what you're saying the problem is without watching a video. The best thing to do is to make another profile with Administrator Rights.

It will automatically install all of your programs, but you will have to redo the settings. This way, you're starting with an uncorrupted user profile.

If you're able to accomplish what you're trying to do with any of the same settings, that means your current profile is corrupted. Unfortunately, that's normal with Windows.

I'm no stranger to that and I'm about to do the same thing myself because the latest Windows update some days ago again borked another one of my programs, and as usual, system restore didn't restore it.
