The only bitmap in modern Winstep themes that still tend to use the JPEG format are those for the wallpaper (and even there I would favour PNG - much less lossy with compression).

If this is what you want to do, insert a wallpaper into an existing theme, simply rename the JPEG 'Wallpaper', rename the theme's original wallpaper by adding a '.bak' extension, then copy the new wallpaper into the theme and Bob's your uncle.

Bear in mind that a JPEG - and almost any other image format - is just a single image, not a complete theme.
