You see, the vast majority of the THOUSANDS of themes available online are made by the users themselves.
Nexus is also compatible with themes made for all the 3rd party docks (most, if not all, sadly no longer in development) which greatly increases available choice.
In fact, there are so many available themes that I would say the user is spoiled for choice.
Winstep Xtreme, being much more complex and having so many different unique skinnable objects (menus, taskbar, hotspot buttons, docks, grid stacks, shelves, drawers, desktop modules/widgets, etc) can only be *completely* skinned with themes that are native to Winstep.
This obviously reduces the choice - on the other hand, there are literally HUNDREDS of native Winstep themes on sites like Wincustomize, so it's not like you can only choose from a handful.
Furthermore, those THOUSANDS of 3rd party dock themes can still be used under Winstep Xtreme for individual objects. Couple that with Winstep's ability to mix-and-match themes for different objects and you have thousands of variations!

I'm not sure how useful - or even how feasible - such a feature would be. Most users tend to keep their docks, etc, in the same place once they have configured everything to their liking.
Also, Winstep's automatic multi-monitor profiles allow you different configurations for different multi-monitor configurations (e.g. if only one monitor is active, the dock is over here, if two monitors then the dock is over there instead, and there is a second dock active in the other monitor, etc...)
One thing that I already agree is sorely missing - and at first that is what I thought you meant - is the ability to select multiple *icons* on shelves, drawers and grid stacks. Now THAT has been on the to-do list for quite some time
