Can WINSTEP NEXUS be within or for front of windows taskbar?

Not really. It can be a) above the Windows taskbar, b) in the location normally used by the Windows taskbar if you set the taskbar to auto-hide, or c) you can hide the Windows taskbar and use Nexus in its place instead.
