Cannot drag shelves to different screen positions

I am using Nexus Ultimate v22.7 on Win10 and with 6 monitors. I would like to be able to drag a horizontal shelf to an arbitrary position on the screen. However, all I've been able to do is grab it by its title bar with the left mouse button and expand/contract it vertically to expose/hide more icon positions. I've selected FLOATING-HORIZONTAL for the shelf and made sure it's not indicated as being locked.

I have no problem dragging the various docks I've created to any position anywhere on any of my 6 monitors.

Make sure the shelf is fully expanded (open) then press the ALT key and, keeping the ALT key pressed, left click anywhere on the *body* of the shelf (i.e. where the icons are, not the tabs) and drag.
