While it 'innocently'(sarcasm) seems to only affect games, any application that requires frames per second like 3D animation, 3D rendering, CAD, raytracing etc...etc...etc will likely be affected. As for whether Winstep animations will be affected I cannot answer that, only Jorge can.

I can say that Microsoft is not doing themselves any favors, more lately than ever.
