Hmmm... That's strange. All NextSTART does to disable ActiveDesktop is to set
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\NoActiveDesktop
to 1. If it is set to 0 as you mention and Active Desktop is still not enabled then something weird is going on. Try deleting that key altogether. If that still doesn't work, check the following page:

Also, open the Windows Display Properties dialog, click on the Desktop tab, click on the Customize Desktop button and then select the Web tab. See what you can do from there and then get back to me.
