Is there a way to customize context menus (mainly deleting items) within WinStep? I have a freeware program (Mmm) which allows me to customize context menus within Windows but I would have to pay to get Mmm+ (Pro)
to have it work within Shell replacements! Thanks.

No, there is no way. The contents of Winstep context menus for Winstep objects are 'hard coded' into the program. As for the context menus of file system/virtual objects in docks, menus and shelves, those are a mixture of content provided by the Shell and Winstep specific commands.
