Sounds return

Ver 9.12 Beta 6 is really great.
I run XP SP2 with system sounds firmly off.
When I change a dock or shelf setting, system sounds are turned back on
even though the 'Disable all sounds and voices' box is ticked in Workshelf.

By 'system sounds' do you mean Windows sounds or WorkShelf specific sounds (Shelf collapsing/un-collapsing, opening Preferences, etc...)?

The 'Disable all Sounds and Voices' setting in WorkShelf has nothing to do with Windows, just with the sounds produced by WorkShelf itself.
