Is there a limit on how many program icons I can add to the floating bar?

I would say yes: your screen resolution.

The dock will automatically shrink icon size so all icons fit in the available space, but only down to a minimum of 16x16. After that, the dock will start growing off-screen.

On the other hand, if you're running Nexus Ultimate, you can use sub-docks to categorize shortcuts (instead of having one big mean and unmanageble dock, you have a smaller dock with lots of sub-docks).
