Yesterday I patched some Windows files with UxStyle Core to enable 3rd party skins and today when I statred up and began working I tried to use the Recycle and the Control Panel modules and I get a Winshelf dialag box that says "Class Not Registered". Not having any other problems with the other modules. Any recommendations?

None, sorry - that's not even a Winstep message, it probably comes from Windows itself. As you can imagine, system file patching is not supported.

Perhaps you can try asking the author of the patch if he knows of any similar issues?

Try to reinstall from this download. Something may not have registered properly during the install.
