I'm using Xtreme and the attached Tip of the Day regarding In-shelf tooltips came up. So where is the Global Tab in Preferences?

Sounds like maybe you're looking for this (?):

"Advanced" tab, then "Advanced" button in the lower right corner underneath "Miscellaneous" header, then check or uncheck "Show balloon information tooltips on mouse over after a short delay". Is that it?

Ah, some of the text in the tips is outdated, sorry. Global tab in the old UI would be the General tab in the new UI. There is not attachment in your message, though?

Well, as I said, the tips file hasn't been revisited in a while.

That tip refers to the balloon tooltip, and you can now find the setting required to turn in off in Preferences -> Advanced -> Misc.Advanced dialog.
