 Post subject: IE icon behaviour

I am running nexus ultimate on winxp and find that when i click the Internet explorer icon on the shelf it merely creates a further shortcut on the desktop rather than opening the home page. Also it lacks the context menu options that are present on the original icon right click sitting on my desktop

However the IE icon of the quick launch shelp behaves normally

Is this normal?
