I'm wondering if Winstep Nexus Ultimate
is able to do the following.

If it does i will definitely go ahead
and buy WNU.

I want to be able to create in the Nexus dock
the following folders each with my own icon image
that i have personally created:

Docs
Apps
Games
I. E. Favorites
System
Control Panel
Pictures
Music
Drive C:
Internet Shortcuts

1)

I want to be able to hover the mouse pointer
over the Games folder
and without clicking it a window with
around 40 game shortcuts will appear
and then click a game shortcut

So it's hover folder > single click

2)

I want to be able to hover the mouse pointer
over the Drive C: folder
and without clicking it a window with
Drive C contents will appear
hover the mouse pointer
over the Windows folder,
Windows contents will appear
and then click regedit.exe

So it's hover folder > hover folder > single click

3)

I want to be able to drag a shortcut
from the address bar of Firefox
hover the mouse pointer
over the I. E. Favorites folder
and without clicking it a window with
I. E. Favorites contents will appear
hover the mouse pointer over a folder
in I. E. Favorites and release the shortcut
inside there that folder.

So it's drag over folder > hover folder > release creating shortcut

Winstep Nexus is awesome!
Really hope it can do all of the above.

What you want would be better accomplished through the Shelf (tabbed dock) in Nexus Ultimate than through actual docks and sub-docks.

Even though you can open a sub-dock by simply mousing over it, in point 2 you mention 40 game shortcuts, and docks and sub-docks were not made to hold that many shortcuts (not that they can't, but the dock's icon size would likely be automatically reduced to the minimum of 16x16 and, even then, depending on your screen resolution, there is no guarantee the dock/sub-dock would fit on the screen).

The Shelf solves this by being multi-row (and you can set it to display x rows of icons by default when open). You can also make tabs open automatically by mousing over them. And, to top it off, the Shelf in Nexus Ultimate allows you to have special tabs displaying the contents of virtual folders such as My Computer, Control Panel, etc...

The Shelf (and docks) in Nexus Ultimate also accept URLs dragged from browser windows. You can do what you want with IE favorites by creating a 'Show Folder' type of tab in the Shelf, as the IE Favorites folder is also a 'real' folder in your hard drive.
