English.ini file on root C: drive

Is it necessary to keep English.ini on the root C: drive?

What is it doing on the root of the C: drive? Language files are stored in C:\Users\Public\Documents\WinStep\Languages\

It is... That's why I asked. The file on the root C: is dated 5/23/2009. I have no idea how it got there... Deleting.
