I'm trying out winstep shelf and I'm pretty impressed so far. It appears to be the best tabbed launcher I've tried so far.

Is it possible to lock docks independently, like one dock locked and a workshelf unlocked?

If you mean the position, yes. If you mean the actual contents, no, locking one locks them all.

That's a bit inconvenient not to be able to lock content individually.
In a dock I mostly drag files on the program icon I want to edit with.

When the content is not locked icons often move out of the way, you have to be more careful.

At the same time I like to have a workshelf unlocked so I manage my current work folders and files easily in it.

tarc, i'll make it a little clearer. locking one dock locks all docks, but locking a dock does not lock workshelf and viceversa. i like your idea about not having every docked locked(including subdocks)just because you locked one.
