Workshelf moves to wrong monitor

If I try to add a new tab into the Workshelf, the workshelf moves to the wrong monitor. My monitors are arranged as

in Windows and as

in Winstep. The Workshelf is in the bottom of Monitor #1 in Winstep but gets moved to the bottom of Monitor #1 in Windows.

Steps to replicate:

o Right click Workshelf bar
o Click Add New Tab in popup menu

The Workshelf moves to the wrong window when the Add New Tab box pops up.

Is the Shelf docked or 'floating'?

Docked at the bottom.

Forgot to ask: what is your primary monitor in Windows?

The upper left monitor is the main display. Windows reports it as #2 while Winstep reports it as #1.
