I am thinking of upgrading to a desktop touch screen and would like to continue using Winstep as before. However, I am not sure if the components, such as Dock, Shelf, or Widgets, work well with touch. Anyone who has tried it, please give me some experience. Do I need any special customization? The OS automatically translates touches to mouse clicks and mouse movements, so whether the Winstep application works on touch screens or not is not the issue.

The issues you might face would have to do with size, more specifically the size of your index finger - you might have to increase the size of the icons a little (or increase the scale of objects like the shelf, etc) to make up for the inferior accuracy - and perhaps adjust some other things.

Another potential issue has to do with how the docks are activated when hidden, the bump screen edge method is fine if you are using a mouse, not so good if you are using touch. Then again you have other activation methods available, and this is actually an area I would be interested in developing further for touch screens.
