I need your help in this situation:

Sometimes, in spite of Winstep is configured to be under any Windows to avoid disturbing the active Windows software, the Winstep software don't work in this mode and i can't hide the dock.

Oh yes, i have seen this behaviour and it can get quite annoying. Although i only saw it when i was using the Explorer shell (i use emergeDesktop).

Sometimes i fixed it by selecting and deselecting the options you have there; always on top, always under, same as other, untill it fixes it)

Does it only happen with Chrome as the foreground window? Google always enjoyed doing stuff in a non-standard way and then unexpected issues like this happen.

No, it happend with a lot of programs. For example i could see it with a Windows folder, Google Chrome,etc.
