Ok, we seem to have three different issues here, and things are getting a bit confusing.

The icons are then shown adequately, until the next time the Shelf is activated.
I need to be able to reproduce this here, so I need to understand exactly what is happening before I can come up with a fix.
Are you saying this happens if you launch WorkShelf and immediately click on the Drives tab?

First thing you need to understand: if anything on the currently active Shelf tab (e.g.; a shortcut on the Shelf or even an icon) makes a reference to a drive that is currently not spinning, and the Shelf needs to get or refresh information regarding that something, then the drive will spin up.
Retrieving icons or thumbnails for shortcuts in a Shelf is a slow process because those images must be retrieved from the hard disk the first time around. That is why the Shelf then caches those icons in memory.
You can see this happening with the thumbnails in the Themes tab in the Shelf, for instance. The first time you access that tab you can see the thumbnails being rendered one by one (rendering document thumbnails is even slower than retrieving icons for the first time). The second time you go to the Themes tab, however, those thumbnails appear instantly. This is because they have been cached in memory after being rendered for the first time.
Sometimes, however, there are system wide changes that require the Shelf to discard those cached icon images, because some of those images may no longer reflect the true state of that object.
For instance, when drives are added or removed and the currently selected tab in the Shelf is a Drives tab, the Shelf currently deletes the icon cache for *all* tabs (I just changed this for next version so only the cached icons for that tab are deleted now) *and* refreshes the contents of the tab. The former is done so any changed icon images are refreshed as well, and the latter so the Drives tab reflects any removed or added drives.
However, deleting the icon cache also means icons need to be retrieved from their original source again. If that original source is a disk that is currently not spinning, it will need to spin up again when necessary.
