 Post subject: How to disable balloon tool tips

I bought a new PC and re-installed the Nexus dock. But when I bring my cursor over the icons in the dock, and wait for a moment, there's this tool tip that comes out. This didn't happen to my old PC. I checked if the settings are the same, and it was. So I really don't know how to disable it. Is it even possible to do so? Someone please help me.

It's a bit confusing. There are two hover features that can be enabled. One is labels and the other is tooltips. Since you mentioned a delay, I suspect it's tooltips and the first two screenshots should help you fix that. Just in case you want to verify (or change) the label behavior, I've also provided a screenshot for that.
