a) Most recently used.
b) WS and NS are individual programs. They can communicate with each other when necessary so they can function as a suite (for instance, when changing a theme), but, apart from this, NextSTART settings have nothing to do with WorkShelf settings and vice-versa.
c) In both programs you have user-configured settings and skinnable (theme dependent, defined by the theme maker) settings. User configured settings (plus menu and shelf
contents!) remain when switching themes, something unique to Winstep applications. If you change a theme setting (the ones that have to do with look instead of function) then that change will be overwritten when you load a new theme. On the other hand, if you change a user setting (such as those in the Menu Behavior section of the Menu Preferences tab in NextSTART Preferences) then that change will remain even after changing themes.
If there is a particular theme setting you want to make permanent, then make the change and re-SAVE the theme in the Themes tab of NextSTART Preferences (thus overwritting the original theme). Next time you reload that particular theme your change will be present.
