there is a need of an effect of "magnify without expanding dock and shattering other icons, simply magnify only one icon which on cursor range. how do you think? 8)

That's the 'Zoom' effect - you can specify the magnitude of the effect (i.e.; how much does the single icon magnify) in the 'Effect Settings' dialog.
