Is there a way to for the width of the workshelf to full screen?

Sure. Is that a single or multiple monitor system we are talking about?

For a single monitor screen, assuming the Shelf is docked, it should be a simple question of opening the Shelf Properties dialog, go to the Position tab and enabling 'Span the full screen width when docked'.

If you want the Shelf to span all your monitors on a multi-monitor environment (assuming all monitors have the same resolution) you can also enable 'Extend shelf over all monitors when docked'.

If the Shelf is not docked, you can manually re-size it horizontally by dragging the Shelf edges.

Got my terms mixed up. This is referring to a Dock not a Shelf.

Ah, no, the dock will only be as wide as strictly necessary, sorry.

This said, I have a pretty good idea of what you want, saw an option to do that (extend the dock background) in one of the Linux docks.
