Animated icon for use in which programme?
If you want to use them in Winstep, then... any image processing programme, like Photoshop, Paintshop Pro... even Windows Paint can do it.
Basically, you just create a very long PNG image, with each frame next to the other. Winstep does the rest.

I don't understand what kind of tutorial you want. A tutorial on how to draw pretty things on Photoshop?
As far as animated icons for Winstep goes, all you have to do is create one big PNG. For example, if your icon is 200x200 pixels, and you have 10 frames, then all you do is create one PNG with a resolution of 2000x200 (10x200 x 200) and place all the frames next to one another.
That's all.

Yeah, firstly, you have to keep each frame the same size as the previous one, or else you'll get wrong results.
Secondly and most importantly, I SAID PNG !!! Not JPG!

What else is there that you don't understand?
You select an icon size, preferably square, make a PNG that's the same height and its width is the width of the icon width multiplied by the number of frames. That's it.
If you want to change the animation properties, click on the dock entry, select "entry properties" and click on the "animation" button.

Again thanks for the tips.
The distance of the frames, makes a difference in animation, animation that had been running, passing from left to right. After that I tried several times to get this mandei.Mas yet she is still shaking, I'm still trying to make an animation where the cd goes in and out of the cd drive

If the animation is "shaking" that means that some of your frames are in the wrong position, relative to their own "frame". You have to move the wrong frames a bit, so that they are all in the same place.
Usually, if I want to see which frame is in the wrong position, I set the animation to really slow speed and add numbers on a corner of each frame, so then I know which frame is wrong.
I use Paintshop Pro when I draw, and I make a new layer with the numbers. When all frames are perfect, I simply hide the layer with the frame numbers and save the final animation.
