The only thing I can think of to do is try resetting the Windows clock in the Sys Tray. I guess you could do it by setting it to a different time zone, restart your PC, then change it back to your time zone, then restart your PC.

Also, check to see if somehow you inadvertently changed a setting in Winstep although I don't know what setting could cause such behavior.
