Believe it or not....Stardock just released a beta Iconpackager for Windows 10.

I don't know if it's the new version of WE or what, but when I used to change the icons in NS, I had to logoff/logon for the new image to take effect. Now the changes are immediate. Wonderful.

That sounds more like a corrupted Windows icon cache.
