Opaquness not honoured (Nexus Ultimate 11.6)

I have defined zero transparency in Shelf Properties > Appearance > Transparency.
However, the expanded Shelf is still transparent:

What is wrong with my settings?

Because the bitmap that makes the Shelf background of that particular theme *is* transparent. Try it with another theme (such as Aero) where the Shelf background is opaque to see the difference.
