As I work in IT keeping networks and computers running I have a great deal of experience with Acronis and I can tell you that unless you do a full restore, from a complete backup set, theres a chance acronis will not restore some files. restoring an incremental part of the set may not solve it. It depends on your backup and restore settings.
I wouldnt assume it was a video driver problem either. I presume you are able to use directx-aware apps on the card?
It actually sounds to me more like a permissions problem than a directly related graphics problem

Right click on the "my computer" icon then click "manage"
look in the computers error logs that you will find in the event viewer
and see if any error codes are apparent at the time you try to start the program
then if youre still interested in the problem and have some results I can help

Are you sure nothing is interfering with the priorities on the process thread for the winstep software you have?
