Microsoft just offered me a free upgrade to Windows 10. If I take advantage of the free upgrade, is Winstep still going to work?

No reason why it shouldn't.

However, be aware that Windows 10 won't be officially out until July. Until then all you get are beta (test) versions, and from what I heard they are pretty buggy. My advice is for you to hold on until the official version is out - it will be a free upgrade for Windows 7 and Windows 8.x users.
