Anyway, here is a trick to get it to work until I fix that: instead of launching the Chrome shortcut in the dock with the left mouse button, launch it with the middle mouse button.

Another alternative is to right click the Chrome shortcut, select "Dock Entry Properties" in the right click context menu then enable "Allow multiple instances".

Also, can you please try pinning a PWA to the dock, and then making sure you can launch it again from the pinned dock shortcut?
