Can't copy into nexstart menu

So i wanted to use a nexstart menu as a drop and distribute bin but can't seem to work.

as described in the image i want to be abled to both copy or move items in the menu or from the menu....

P.s I deattach the menu and toggle "always on top" and use it everywhere if you are wondering. I do not have "requires crtl or shift when copying" on.

Just to confirm, what is the source of that shortcut in the image (i.e.; where are you dragging it from)? The Windows Desktop?

Yes I'm dragging it from the desktop into the menu (which is a drive) where i want it to be copied not moved.
