It's on the download section of the Winstep Full Pak page and is now also mentioned on the News page. Sorry about that.

WorkShelf would also be warning you soon that a new beta is available and take you to the downloads page, so... :D

I have just noticed that in the email checker, when I enable ssl encryption, and close the settings windows, reopening the settings windows shows the ssl box unchecked.
