Last night a panel popped up with "wsxupdate.exe". Not knowing what it was I declined it. Google said it was to do with Winstep. The Winstep site is down with a 503 error which is the server side. Although I received the popup on my Vista Home Premium computer, my wife who has Windows Home Premium did not receive a popup at all. Does anyone know why Winstep has gone down.

Yes, it has nothing to do with Winstep.
Apparently, the website host was not... hosting, they are outsourcing the hosting to another host and guess what... someone forgot to pay the bill (from the host to the sub-host).
The forum is hosted elsewhere, so it's still up.
The main site will resume its operations shortly, once the hosts have resolved their differences.

This is going to take a handful of hours more, unfortunately, since the site needs to be moved to another server and we have to wait for DNS propagation etc (the server it has been on for the past year was actually supposed to be temporary, Johanne was working on a WordPress version of the site which meant going from a Windows based server to a Linux based server, but then that got on limbo).

The Winstep forums are on a different (Linux) server, which is why they're still running.
