There are some rather detailed text boxes that float next to the icon when I hover over it for any length of time. I personally find them annoying, but I don't see a setting to disable them. Can someone tell me if there is one?

If I put everything 'in your face', users complain the UI is overly cluttered. If I bury the least used settings in secondary dialogs, they complain things are 'hidden'.

There is no way to win, if only because you can't please everybody.

Implement a "search" feature inside the settings GUI.

Excellent idea! Maybe code your own "Cortana" to do voice recognition and capture microphone sounds, and when someone says "Hey, Nexia, where's the bloody setting for changing bump delay?" it will automatically pop-up a dialogue with that single setting!

Note: since all search engines seem to have a scantily-clothed robotic female persona, I thought "Nexia" would be a good name, as a feminisation of "Nexus", get it?
