There are enforceable daily download limits, you must be logged in to download and that requires you to create an account in the forums, so perhaps this is enough to keep bandwidth usage under control.

Hmm, I wouldn't bet on it. Always best to err on the side of caution and set fairly conservative limits. And if there's a sudden flood of account creations, you know you're in trouble...
